REFINEMENTS TO PRIMARY ONE REGISTRATION SCHEME AND EXPANSION OF POPULAR PRIMARY SCHOOLS
1. The Ministry of Education has reviewed the Primary One (P1) registration scheme and the intake into certain popular
primary schools. The objective is to create opportunities for more children, including those who do not have school connections
to be admitted into popular government and government-aided primary schools.
2. In the present scheme (Annex A), top priority is given in Phase 1 to siblings to study in the same school. The next
highest priority is given in Phase 2A to children whose parents or siblings are old boys/girls or staff of the school or whose
parents are members of the school advisory/management committee. Phase 2B is for the registration of children whose
parents are directly connected with the school.
50% cap for Phase 2B
3. With effect from this year's registration exercise in July 1995, the Ministry will limit the number of places to be taken
up by Phase 2B applicants to a maximum of 50% of the available places in the school at that stage of the P1 registration
exercise. If the number of qualifying applicants in Phase 2B exceeds the 50% cap, successful applicants will be determined
first by proximity of residence to the schools and then by ballot. Unsuccessful applicants will be considered in Phase 2C.
4. The schools that are affected are mainly government-aided schools. However, these government-aided schools can be
assured that the 50% cap will not affect their character and tradition. The schools will continue to be run by the respective
missions or clans and the bulk of their pupil intake will still be from such groups.
5. The 1994 P1 registration exercise admitted an unusually large number of children who were born in the year of the Dragon.
Based on this extreme case, only 21 out of the 46 government-aided primary schools would have been affected by the 50%
cap on Phase 2B (Annex B). There is no impact on government schools which admit relatively few children in Phase 2B. In
total only about 3,000 children or 6% of the age cohort were admitted in Phase 2B in the 1994 exercise.
Expansion of popular schools
6. The Ministry will also expand the popular schools wherever possible to benefit more children. Additional facilities will be
built and some schools which are operating on one session will function in two sessions (like other primary schools) to enable
them to increase their intakes. An additional vice-principal, more heads of department and support staff will be provided to
support the larger enrolments.
7. For a start, two schools, Nanyang Primary and Rosyth will register more children in 1995 for P1 in 1996. Nanyang Primary will
increase the number of P1 classes from 10 to 11 and Rosyth, from five to 11. These schools will operate in two sessions
instead of the present one session.
Supplementary intake at P4
8. From Jan 1996, the Ministry will also introduce a supplementary intake at P4 into certain popular schools. This will give parents
a second chance to enrol their children into these popular schools midway through primary education. The selection of pupils
for the supplementary intake at P4 will be based on the tests which, currently, are taken by P3 pupils who wish to be considered
for the Gifted Education Programme. Pupils who qualify for the supplementary intake will be given the option to transfer to the designated schools.
9. Beginning from 1996, Nanyang Primary and Rosyth will be able to offer a supplementary intake of P4 pupils. Both schools will take in an additional
two classes of pupils at P4. In due course, other popular primary schools which have room for expansion will also accommodate the supplementary
intake at P4 besides taking in more pupils at P1.
PRIMARY ONE REGISTRATION EXERCISE 1995
CATEGORY I CHILDREN WHO ARE SINGAPORE CITIZENS OR SINGAPORE PERMANENT RESIDENTS
Phase 1 For a child who has a sibling studying in the school of choice.
Phase 2A For a child whose parent or sibling has studied in the school of choice; or whose parent is a member of the
School Advisory/Management Committee or staff of that school.
Phase 2B For a child whose parent is directly connected with the school.
Phase 2C For a child who is ineligible for or unsuccessful in earlier phases.
CATEGORY II CHILDREN WHO ARE NEITHER SINGAPORE CITIZENS NOR SINGAPORE PERMANENT RESIDENTS
Phase 3 For a child who is neither a Singapore Citizen nor a Permanent Resident
SHOULD THE NUMBER OF APPLICATIONS EXCEED THE NUMBER OF VACANCIES IN ANY PHASE, PRIORITY WILL BE GIVEN
TO CHILDREN IN THE FOLLOWING ORDER : (1) CHILDREN LIVING WITHIN 1 KILOMETRE OF THE SCHOOL OF CHOICE.
(2) CHILDREN LIVING WITHIN 2 KILOMETRES
OF THE SCHOOL OF CHOICE. (3) CHILDREN LIVING OUTSIDE 2 KILOMETRES OF THE SCHOOL OF CHOICE.
