Registering Courses
Private school operators are to read thoroughly the Step-by-Step Guide for application to register new courses online as attached below (Guide is correct as at 30 June 2006):

Private schools shall register new courses through the Online Business Licensing Service (OBLS). Please ensure the following items are carried out before logging on to the online application:
- read the information on this web-page thoroughly
- prepare the supporting documents
- registration of new course(s) is/are to be submitted concurrently with application of teacher(s) to teach the new course(s). Failure to do so may result in return of application or delay in the processing of your application
- application is to be made only by an existing member of the School’s Committee of Management
Note: In order for us to process your application in 2 weeks time, a maximum of 10 courses would be processed per application via OBLS. The school can offer and publicize its courses only after completion of registration with MOE.
Registering of Courses
Registered schools that wish to conduct new courses, apart from the ones registered with MOE previously, are required to submit their applications via OBLS.
Online Submission
Please select “Certificate of Registration of School – Private School – Registration of New Courses” when seeking application via OBLS.
A complete application with all the necessary documents will be processed within 2 weeks. Incomplete or incorrect submissions will result in a delay of processing time.
Upon approval of the application in OBLS and the successful completion of all necessary administrative procedures (including payment of registration fees to OBLS), the course letter will be issued by MOE. Payment of registration fee to OBLS should be made within the grace period of 90 days upon approval. After 90 days, if no payment is received, your application will be deemed withdrawn voluntarily by you. You will then need to reapply.

Supporting Documents
Please prepare the following supporting documents prior to logging online:
Course Syllabus/Synopsis
Where the course is externally validated/moderated, state the scope/conditions of validation/moderation, e.g. suitability of course content, duration, teachers; audit of tests/examinations; conditions governing issue of certification; etc, and forward all relevant validation/moderation documents.
- Title [to be short/simple]
- Origin of the course/Examination (Test) prepared for [e.g. professional body (ACCA), examination authority (LCCI, NCC, TOEFL, SAT), school-based, etc]
- Aims & Objectives/Expected Outcomes [including value or ‘worth’ or equivalence of certification, especially where the course originates from the school itself]
- Target Students/Admission Requirements [e.g. persons with little or no knowledge of the subject, non-speakers of the language; by academic qualifications, age, etc]
- Course Syllabus/Content [state details including topics, areas to be taught, etc]
- Total Course Duration/Weekly Instruction Hours (time-table) [e.g. 1 year, 6 months]
- Fees [state monthly tuition/instruction fees, registration fee; minimum and maximum size of each class or group]
For supporting document number 1, you may either attach them online, fax (6776 8604) or mail them to the Private Schools Section, Ministry of Education, 1 North Buona Vista Drive, Singapore 138675. If you are mailing or faxing to us, please indicate your school name, online application ID, date of submission and specify “Registration of New Courses”.
Please access Online Business Licensing Service (OBLS) to register new courses.
