Registration of a New Kindergarten
Kindergartens are ‘schools’ that provide a structured 3-year preschool education programme for children aged 3 to 6. The 3-year programme consists of Nursery, Kindergarten 1 and Kindergarten 2. Kindergartens function daily, five days a week, with schooling hours ranging from 3 hours to 4 hours each day. Most kindergartens function at least two sessions a day.
Under the Education Act (1985 Edition), kindergartens have to be registered with the Ministry of Education (MOE). A kindergarten may be considered for registration by MOE if it fulfills the following requirements:
- A programme that is assessed to be appropriate by MOE
- Teachers possessing the minimum acceptable academic and pre-school teaching professional qualification
- Suitable premises approved for use as kindergartens and meeting all safety requirements stipulated by the relevant authorities on buildings
- A properly constituted committee of management to administer and manage the kindergarten efficiently

Registration of New Teachers
Under the Education Act (1985 Edition), all teachers employed by registered kindergartens have to be registered with the Ministry of Education (MOE). A teacher may be considered for registration by MOE if she/he possesses the minimum acceptable academic and pre-school teaching professional qualification.
