Finance & Development Division

The Finance & Development Division comprises the following branches:

Functions

Financial Systems and Operations Branch
Provides quality and effective systems and operation support to schools to promote financial excellence in the administration of Edusave scheme, revenue operations and School Fund receipts and payments
Discharges the Collector of Public Moneys function for MOE HQ and processes payroll and claims of all permanent and temporary staff
Financial Management Branch
Ensures efficient allocation of funds within MOE
Formulation of financial policies, budget allocation framework, management reporting and day-to-day budget operations
Provides training and support to MOE HQ officers in the administration of Voted Funds and usage of NFS Financial System
Project Development and Management Branch
Management of infrastructure developement and facility management for primary schools, secondary schools, junior colleges, special schools and hostels;
Oversee estate management of MOE HQ and ancillary buildings, formulation of policies on use of school facilities;
Communications and liaison with stake-holders and external parties on school infrastructure matters relating to development, conversion and facility management
Research and Procurement Branch
Conducts research and development, and sourcing for new products/technologies for school construction; facility management and F&E;
Procure bulk F&E items for schools and HQ;
Establishes contract requirements and procurement policies
Security and Emergency Planning Office
Develop and implement emergency systems and security plans for MOE HQ and schools;
Manage emergency and security operations and readiness in schools and MOE HQ;
Develop and conduct emergency training courses and exercises for MOE HQ, schools and PSEIs.
Corporate Administration Section
Provide Electronic services i.e FBS, RAS, staff directory etc; gift valuation and handling, school Smart cards and PS cards administration;
Provide administrative policy support services to schools in school tuckshops, bookshops school bus services and school fund raising;
Provides registry services.
